Obituary of William C. Scruggs

William C. Scruggs, (Bill) 79, died quietly in his home in Arlington on February 14, 2015. His wife Connie and his sister-in-law Janice Witul were with him and it was peaceful. Bill was born April 29, 1935 in Salem, Virginia, and grew up there. He graduated from Fork Union Military Academy and then joined the Army. After he was discharged, he enrolled at Virginia Polytechnic Institute (Virginia Tech) and was graduated in the Class of 1960 with a degree in Civil Engineering. Bill started his career with Arlington County in 1960 and went on to become Arlington’s Chief Traffic Engineer until his retirement in 1992. Bill and Connie enjoyed traveling and were lucky to have visited all 50 states and 6 continents. They still have friends that they met on these travels. Bill had a deep affection for books and if he liked an author he would hunt down and buy every book written by that person. He kept detailed records of all his books, of all the movies he saw, and every slide he took. He was organized. Bill is survived by his wife Connie Witul Scruggs of Arlington Virginia, his daughter, Catharine, son-in-law Kevin Oster, and grandchildren Lucy and Leo Oster of Portland, Maine. He is also survived by his brother Edward of Roanoke and 3 stepchildren, Walter (of Falls Church, Virginia), Cynthia (and son Alex) (of Arlington, Virginia) and Richard Hamill (of Topsham, Maine) as well as 3 sisters-in-law, Barbara Elvin of Leesburg, Mary Witul of Pittsburgh, Pennsylvania and Janice Witul of Martinez, California. He was a nice, funny, and gentle person and all his family and friends will miss him terribly. In lieu of flowers, the family asks that contributions be made to the William C.
