Encountering Chuck in his role on behalf of NARUC always made me smile. I enjoyed his positivity, his pragmatism, and his clear ways of explaining the states' interests. Smart and always well-prepared, he seemed to be the calm in whatever storm was around him. He has also been an example for enjoying life and the world while working. I wish he had more time to do the things he wanted with retirement. He left many achievements and many more friends.

We extend our deepest condolences to Johanna and Charles and their families. We are especially saddened by their loss so relatively soon after Sue's passing.
It has been our good fortune to know Chuck and his family for about 35 years, primarily in connection with Mount Olivet United Methodist Church. He was a natural, intelligent, and thoughtful leader. He chaired the trustees for several years, was one of the main mentors in the youth summer mission trips, and supported the community assistance program in various ways. He was such a kind, considerate, and caring person. For the last year we saw him for lunch as often as we could and he always greeted us with the warmest smile. We genuinely miss him.

Deepest condolences to all the family. I had the privilege to work with Chuck over many years. He was a tremendous mentor, leader and friend tonal. He was whip smart, had a keen wit, provided valuable guidance and was always full of kindness. He will be missed by all who knew him and his legacy will carry on. In the summer of 1999, as a newly appointed state utilíties commissioner I had the distinct pleasure of meeting Chuck.In the next 16 years until his retirement, he became a colleague, a mentor and above all a friend.The two of us and and our beloved spouses, Sue and Carol, enjoyed spending time together at NARUC events in the US and around the world.
Carol and I are still not over the loss of Sue, and now have to confront Chuck's passing as well.The only consolation is the knowledge that they are reunited now for all time.
We send our condolences to Johann. Charles and the entire Gray family.

When speaking to younger professionals and asked who made a difference in your career, I always relay stories about Chuck. About how encouraged me, supported me, pushed me out of my comfort zone, humored me. It was one of the best places I could have landed — I learned so much about grace, humility, hard work, loyalty and love for family, and the importance of supporting those around you. I am so incredibly grateful that I was blessed by knowing him. Godspeed Chuck.

Chuck and I worked together at NARUC and within the regulatory community prior to that. He was smart, gracious, knowledgeable and generous. Unfortunately I cannot be at Chuck’s funeral as my sister is gravely ill and I will be with her out of town. But please know I am praying for Chuck’s family. He will be truly missed.

So sad to hear of Chucks passing. A dear friend in HS , a great athlete and all around great guy. Last saw him at our 50 th HS reunion where we all shared many laughs. Rest in peace Chuck.

So very sorry to hear of this loss. I went to Deansboro elementary with Chuck and High School til we moved. When we were young we lovingly called him Chucker. He always had a smile and his nose in a book. I admired his intelligence. It was such a pleasure to see him again on our 50th High School reunion. He was there with a big smile!!! Not surprised of his stellar career. It sounds like he had a full and happy life but still too young to leave us. My sincere condolences to all. Prayers
